180. mutter 

(1) to speak or say sth in a quiet voice that is difficult to hear, especially because you are annoyed about sth.

186. observe 

(1) (not used in the progressive tenses) (formal) to see or notice sb/sth.

[v that] She observed that all the chairs were already occupied.

(2) (formal) to make a remark.

[v that] She observed that it was getting late.

187. opine   (formal) to express a particular opinion.

[v that] He opined that Prague was the most beautiful city in Europe.

188. ordain  (formal) (of God, the law or fate) to order or command sth; to decide sth in advance.

[v that] Fate had ordained that they would never meet again.

Who has the right to ordain that I should be the one to go mad in this house, with a senile old woman of almost ninety years?

189. order  to use your position of authority to tell sb to do sth or say that sth must happen.

190. own   (old-fashioned) to admit that sth is true.

191. petition   to make a formal request to sb in authority, especially by sending them a petition

194. persuade  to make sb believe that sth is true.

195. plead   to give sth as an explanation or excuse for sth.

196. pledge  to formally promise to give or do sth.

197. posit  (formal) to suggest or accept that sth is true so that it can be used as the basis for an argument or discussion.

198. point out  to mention sth in order to give sb information about it or make them notice it.

199. postulate   (formal) to suggest or accept that sth is true so that it can be used as the basis for a theory, etc.  

[v that] He postulated that at one time there had been an area of land in what is now the Atlantic Ocean allowing plants to move from Spain to Ireland.

It can be postulated that the programming effect of high potencies is greater than that of low potencies.
