問(wèn)題1：The development of the program是片斷句，應(yīng)改為完整句。

問(wèn)題2：the funds是復(fù)數(shù)，謂語(yǔ)動(dòng)詞is應(yīng)改為are.

問(wèn)題3：這句話描述2003年項(xiàng)目發(fā)展情況，應(yīng)使用一般過(guò)去時(shí)，以便與下文保持一致。因此，is應(yīng)改為were。

由于譯文缺乏變化，在不同的地方表達(dá)相同意思時(shí)都使用同一句型，所以上述錯(cuò)誤重復(fù)出現(xiàn)，限于篇幅，沒(méi)有一一列舉。讀完譯文，筆者的總的感覺是，譯者太拘泥于原文的結(jié)構(gòu)和措辭，以至于出現(xiàn)許多死譯、硬譯的情況，中式英語(yǔ)現(xiàn)象嚴(yán)重；英語(yǔ)語(yǔ)法問(wèn)題不少；句式單調(diào)，不符合英語(yǔ)注重變化的特點(diǎn)；沒(méi)有從篇章的角度進(jìn)行處理，結(jié)果出現(xiàn)大量表達(dá)累贅的情況，句與句之間的銜接也不夠。當(dāng)然，由于沒(méi)有中文本對(duì)照，筆者提出的一些修改意見只是在原文基礎(chǔ)上提出來(lái)的，不一定是最佳的。
