■As for the first question, I don’t think the part “(she)” is correctly used, for in this sentence “(she)” can not only refer to Joan but also refer to the girl. I think it may be rewritten as this: Joan decided that she did not like the girl eating an ice-cream cone on the bus after the girl yelled at her little brother.
■As for the second question, I don’t think any of the three is a “good” expression, though perhaps some people may think it is a “right” one. My idea is to use “adv. able to do sth”, for example: Jacob was clearly and easily able to see the whole city stretching out below him.
